reloading windows?

I have a hp notebook laptop dv2120la, when i switch it on it goes to booting mode then switches it self off.
Am i right in thinking the windows needs reloading. HELLLP!

Try to open your computer in safe mode. To open safe mode keep tagging F8 key during the booting time, when start up menu will come then select the safe mode option. In safe mode run the utility check disk.
