Free easy Web site builder

Can anyone tell me of a free website builder. I have a domain but need a new host and will need to build it from scratch. I am with Virgin media and as I am not very techy minded I don't think I will be able to hack the HTML stuff with their webspace you are allotted. I also need to put photos on as well. Can anyone help?

For a simple website, with no more than 10 pages, Serif WebPlus SE would be a good choice:

If you're planning on putting lots of photos online, it would probably be more sensible to put them on a free hosting site, and then link to them from your own website. Atpic would probably the best site for your photos. See here for a link, and for other suggestions:
