Is it still possible to buy a standalone photocopier? It's for someone who hasn't access to a computer and who occasionally needs to copy documents.

You can do a google search for 'reconditioned photocopiers' and get loads of options, but these tend to be large machines for someone only wanting the odd copy.
However a persistent trawl through these may come up with what you're after.

No price given - you'd have to enquire - and from what I've heard about these smaller machines, the replacement toner cartidges are very expensive.
About 10 years ago I bought a reconditioned office Canon, did A4 and A3 copies - it was a real little belter, I only sold it last year. Never a day's problem with it, and the toner was a bog-standard office supplies job.
Alternatively, why not use the services of a library (the larger ones have A4/A3 copiers) or a photocopy shop. Also if they have good friends with a scanner/copier to do it for them with a small donation to costs.
Why not try ebay...
All in one printers will work as a photocopier without being attached to a computer just fine.

The person in question is disabled and can't get to a public library to use its copying facility. And lacks a computer and so the ebay option's out. An all-in-one printer may well be the answer. I'm going to suggest it, anyway.

If you don't need colour why not use a bog standard plain paper fax machine. You can use compatible fax ribbon rolls at two for �10 , and you get about 350 A4 copies from each roll. I use one all the time.
a "propper" copier will be much cheaper for occasional use

the all-in-one is a sound option - but inkjet ink is expensive - and unused for a couple of weeks - the ink starts to set - eventually it ruins the cartridge

a laser based copier will sit in a corner for a year without problems - wake up - work .... then go to sleep again for another year if necessary
