For more on marking an answer as the "Best Answer", please visit our FAQ.As long as you've installed the TWAIN driver for your scanner, you can use any software which allows you to import via TWAIN.
If you want to do top-quality image manipulation (similar to Photoshop) use GIMP:

(NB: Just like Photoshop, there's quite a steep learning curve with GIMP. If you decide to use it, make sure that you download the documentation as well as the program!)
For simpler image manipulation, try Serif Photoplus SE:

If you just want to photocopy stuff, try this:

I've never had much joy with free OCR (optical character recognition) software but this appears to be the best available:
