It's been bugging me so I've done some research.

056 numbers are being allocated to companies providing VOIP services - ie using your computer's broadband connection as a phone line.

So the answer is it could be anywhere in the UK.

4.89/2.00/1.18 ppm are BT's charges to them (day/eve/weekend) - ie a bit more than landlines but less than mobiles.
