A more rational person would work out for themselves the key criteria for themselves, since it is is personal decision, then score those criteria for each of the locations on the shortlist. Subcontracting that decision to someone else is, let us say, unusual.
Thus putting the question on AB to base one's decision on will obviously produce a random set of answers - which is why sticking a tail on the donkey is as good an answer as any other.
