when travelling in the EU is it only data roaming that needs switched off or does 3G need switched off too?

I suspect that if your hansdset is set to only use WiFi then that should take care of any unexpected data use. Apart for that I don't believe one needs to change anything more. After all if you didn't want call functionality you'd not have brought your mobile with you.
take a cheap pay as you go mobile with you instead with limited or no money on it, that way you will not get stung.
Just switch Data Roaming off, and you will be fine, leave other settings as they are, obviously any calls and text made/received will have a cost but thats it.
Turn your voicemail off too - on some networks it costs you every time someone leaves a message, as well as when you pick it up.
