You have to laugh - safe in America, i think not.
" Under a new system, the US now divides countries into four levels of danger for its citizens.
Level 1 is deemed as safe as staying in America, while Level 4 means ‘do not travel’.
The UK is classed at Level 2, the same as the Congo, Zimbabwe and Algeria.

AOG, it doesn't say that in the report you linked to. I have quoted from the UK Government's Foreign Travel Advice as a comparison of what the UK advises about the US.

I would rate the USA as a lot more dangerous than the UK ,but I don't suppose the US State department is likely to rate its own country as less safe than being abroad. For example in 2016 the entire UK police force firedjust 7 shots! Yes just 7 bullets for the entire UK police force.
In the USA figures are not available as there are no records are even kept of how many times police open fire. But around 1,000 people a year are shot dead by police every year in the USA.
