Depends on where you staying. Most hotel resorts with private beaches have there own rules and regulations. It is not openly common on public beaches although when I was there my female friends would go to the public beaches earlier in the morning when it was quiet in order to tan that particular part of their body!

According to this all beaches on St. Lucia are open to the public, even at the resorts and it is illegal to sunbathe nude http://wikitravel.org/en/Saint_Lucia
