Flights Turned Back From Spain!

Apparently 5 Jet2 flights, to Alicante and to Malaga have been turned back mid flight as Spain has declared an emergency. What will that mean regards refunds etc? Why did the flights take off?

Mines cancelled was supposed to fly to Lanzarote tomorrow
Presumably because the state of emergency had not been declared when the planes took off.
A friend of mine who is travelling around the world on her bike has just holed herself up in a flat in Southern Spain but has just texted me saying she has to go out for food. I've just read the shelves are empty so I'm waiting for an email to see how she's got on.

So sorry Bobbisox! You were really looking forward to it and determined to go. We would have been there now if we had not booked for Italy (Sorrento) in July! Fingers firmly crossed!
Oh dear, my friends are in Spain at the moment as they have property there. Coming home on the 26th, hope all back to something like normal by then
"Why did the flights take off? " - well it seems obvious that the emergency was not in place when they took off.
