I think Prudie (or others) might have a better chance of answering your question, Bobbi, if you mentioned which country you were hoping to travel to. With a 'traffic light system' now on the cards for foreign travel, some countries are far more likely to be graded as 'green' than others.

https://www.which.co.uk/news/2021/04/travel-traffic-light-green-list-countries-where-holiday-abroad/
You should also bear this in mind, because even with "Green" destinations there will still be the need to undergo tests:

"Travellers returning from green list regions will need to take a pre-departure test and a PCR test on or before day two of their return, but there is no requirement to quarantine. Arrivals from amber countries will need to quarantine at home for ten days, in addition to tests, while arrivals from red countries must quarantine for ten days in government managed hotel quarantine."
From a few things I've read, those tests will add several hundred £££ in either direction. Also, there a fair amount of documentation that goes with them. Just be aware.
This map shows the current Covid infection rates in the EU, Bobbi:

From that, if you're hoping to go on holiday in Norway, you might well be able to do so. If it's somewhere warmer that you're thinking of, Portugal might be a decent bet and Spain could even be a possibility. You can almost certainly forget Sweden, France, Croatia and Cyprus for the near future though.
From her previous posts, Bobbi is hoping again to actually get to her holiday on the Canary Islands.
We have friends who live in Bergen, Norway and have spent many happy summer holidays with them. Warm enough to swim in fjords and mess about in boats. To be honest we have nearly been drowned walking through the town/ city centre as well. They don't have vending mchines selling umberellas for no reason!
I Love Norway and Bergen is such a lovely town. I sat outside a café their on a crisp and cold early March day wrapped up in a fleece blanket drinking hot chocolate. I would love to go back to Norway.
Great people too.
We have friends in Denmark we were hoping to go and see last year, but obviously didn't. Now I am not fit enough to go, so it's only UK for us in the future for short breaks.
Hi Bobbs, yes we have Menorca booked for very early July and all the trappings warned (cattery, hire car etc). The villa is a carryover from last July and the flight is with BA who I wouldn't be surprised goes anyway whatever the rules as they take cargo. To be honest I have no idea if we will be able to go, the media claims different things on different days and am expecting it to be last minute when we find out. We do have a long-haul booked for next February (also a carry-over) which I am more positive about.

I’m really hoping the Canaries go to a green zone , I was away in October but Mr B hasn’t had a holiday for a couple of years and I’m hoping we can for his 80th
I hope so too for you bobbi, I have read that Canaries and Balearics are going to be counted separately from mainland Spain because cases are so low, fingers crossed eh :-)

They are an autonomous region of Spain with very few Covid cases so I hope so, I love Menorca too ,those beautiful Sandy coves are a delight, I’d go back there in a heartbeat Prudie
Portugal, though behind in vaccination, is seeing fewer cases and slowly reopening from lockdown. Weekends shops ca be open in pm but all else closes at 1pm. Some hotels are getting ready to reopen. Golf has restarted. I have just booked my first vaccine on a new web site for over 65s to use
