Both are totally within Tanzania. Mount Kilimanjaro is south of the Kenyan border. The Serengeti National Park stretches right up to the border with Kenya. However the Serengeti plains stretch from the Ngorongoro Conservation Area in the south through to the Masai Mara National Reserve, at their northern end, which is in Kenya.
