Can we take sausage into Mexico that is already cooked and frozen? We need it to make stuffed Jalapeno peppers for a dinner we are going to while on vacation in Cancun.

No idea - but wouldn't it be easier (and probably cheaper )to buy the ingredients locally when you get there? Off the top of my head, I'd suspect you wouldn't be allowed to import it anyway, but never having been to Mexico that's only an uninformed opinion!
It's going to defrost and go off long before you get to Mexico.

In any case pork and pork derivatives (even canned) are prohibited from import into Mexico.
