London Eye, obviously. (OK, I know it's not a building). Book ahead.
Tower 42 - the old Nat West tower in the City - restaurants at the top

otherwise the Oxo tower -

Eat at both of them
what with all the threats of bombing etc, lots of places just dont allow it,the london eye would be your best bet
the oxo is not really tall enough to see much

I hadn't really looked at your name til Zacsmaster mentioned it.... Really great x
The Monument is not bad, though not that high. (It feels like it when you've walked to the top...)

Years ago I went up the Post Office Tower - I assume it's no longer allowed.
Not sure you can do it any more, but the all around view from the top floor of Guy's Hospital is wonderful. I just took the lift.

Also did the top (53rd floor) of Canary Wharf Tower when it was built. They had telescopes, also over 3 views.

How about The London Eye, 'tho it's not a building.
