Living in Montenegro
Don't know where to put this. I have a friend who moved to Montenegro last winter with his native girlfriend. He's since said that he has to pay the police every month to allow him to stay, as he cannot get residency for 2 years. This doesn't make sense. Surely one has to be allowed to live there before being granted residency, so why this payment? Can anyone shed any light on this matter, or is he being duped?

It might be worth drinking in the same bars as these people and befriending them. I hate to say it but in this day and age, but sometimes older practices like this are better than the legal approach.
