Living in Montenegro

Don't know where to put this. I have a friend who moved to Montenegro last winter with his native girlfriend. He's since said that he has to pay the police every month to allow him to stay, as he cannot get residency for 2 years. This doesn't make sense. Surely one has to be allowed to live there before being granted residency, so why this payment? Can anyone shed any light on this matter, or is he being duped?

Duped?
If he went on a tourist visa, and that has run out, he'll be paying the bung to stop himself getting deported as an illegal immigrant?
Surely there is a more official route to go down other than, living illegally until he become naturalised? You may want to re-post this in the law section.

From my experience of living in remote places and local police, sometimes its not worth upsetting them as it could lead to very BIG problems. normally with corrupt police there will be a social circle that are immune to this sort of back handers,

It might be worth drinking in the same bars as these people and befriending them. I hate to say it but in this day and age, but sometimes older practices like this are better than the legal approach.
