That would make sense as the official name for the country is Republica Oriental del Uruguay.

... though in practice nobody bothers. I rode through five countries in South America including Uruguay on a Brazilian-registered motorbike and never saw international plates/ never got stopped for not dispalying one myself. Number plates vary -- colour and alphanumeric sequence -- and that's enough. (Plenty of Brazilian and Argentine vehicles drive through Uruguay: it isn't as if nobody crosses borders).
