Dakota: Ive had some fantastic places where Ive celebrated Hogmanay. But Id have to say, Scotland has been among the best! Nevertheless, Ill see what I can come up with in line with yor budget.
First: Is the 500 for the two of you, or is it 500 each? If its each, you can certainly do New York City on that amount of money. Easily and with a bit to spare! If youd like details, let me know and Ill write further on that subject. Boston can also be the same way. There are fantastic parties going on around the Boston Common and at Haymarket Square.
If Europe is your interest, two of my favourite cities where people gather and celebrate are Prague and Budapest. Its an international crowd and youll find plenty of fellow Scots in both! Airfares are cheap as are accommodation. The women are stunningly beautiful and the beer never stops flowing.
Many young people enjoy Amsterdam as well. For me, its a bit old and overdone. Ive done it in the past, enjoyed it, and moved on. However, if youve not done it, start at Prinsengracht and head towards the red-light district. (Just follow the crowds). Its a continuous party loud and again, the beer never stops.
If youre looking for something more unusual, gather around Hans Christian Anderson in Copenhagen and let the good times roll. Tivoli Gardens, is transformed into a winter wonderland with hundreds of thousands of twinkling lights, and the sale of gallons of delicious hot glgg (mulled wine spiced with raisins and almonds).
Hope some of these ideas help
