Each airline has its own rules regarding suitable ID but even the strictest (e.g. Ryanair) accept an EU (photocard) driving licence. Since you need to prove your identity when you obtain a provisional licence (rather than when you obtain a full licence), a provisional licence is just as valid for ID purposes as a full one would be.

Chris is of course right, but the problem is with the "jobsworth" people that check the ID, they will have seen a training video showing what to check on the pink full license, confront them with a green one and it instantly fails their "blinkered" check.
In truth a provisional license is probably better ID than a full one... why on earth would anyone forge a provisional license!
