Is there absolutely no possible way that anyone knows of to get a passport (due to one being stolen) within 24 hrs??

If you can get to a passport office you might have to wait several hours but you should get one that day.

tried it but they say because of the new security it will take a week minimum

Not sure about post 911 an all that, but I got a passport in a day by visiting the main office in London, I think it definitely helps if you've got the number of the stolen passport. I have to say that if you've contacted the passport office and they said it takes a week then it'll take a week, no one else is going to issue you one. If you've already booked travel then if you have insurance they may cover the cost of cancelling it due to a stolen passport, but not all policies do

If it is urgent like a family beravement you can get a permit to travel
