I have heard 2day ,that if my partner gets a new passport the numbers on it will change.And if we did decide to go to Florida customs would never know that he has been turned down for a visa .How true is this ant advice would be very grateful.

they will still be abl eto find that he has been refused before, its like a record and each old passport number and new will be on there
Individual tracking by governments is well advanced and we can't even begin to imagine the extent of personal information stored in computers worldwide on the subject.
Passport numbers may change but fingerprints and cornea photographs do not. It depends how far down the line of identity deception you want to go and what consequences you are prepared to endure.
Wasting money on airline tickets to be refused entry to a country is not my idea of a holiday.
