After that it is down to who has the most points, the country of origin is not part of the allocation process. I do not know where the Express got the figures from.

But that cannot happen, can it? The council would hardly want to press charges against itself; the queue-jumping family would hardly breathe a word of what was done to favour them.
Who else could possibly be privy to what occurred?
It would require a whistle-blower and, time after time, it ends up being a disaster for the whistle blower, doesn't it?
Prosecution isn't going to happen.
Freedom of information requests will soon be chargeable, too (yay, Tories!), so the curious public will not be able to access case histories other than at personal expense to themselves.

There is one inescapable truth in this story, and that the maths are all over the place.
Not only is no causal link been established, but the story is comparing an absolute number with a percentage. That should ring warning bells.
By the way - the UK doesn't actually have a housing shortage.
What we have is an astonishingly large number of empty, but not derelict housing stock.
Anyone who watched that documentary presented by George Clarke on CH4 about 18 months ago will know what I am referring to.
Don't let anyone fool you into thinking we don't have enough houses.
We have TONS.

Just watched the ITV News at Ten. The German populace, particularly in Bavaria, are not lining up and heralding a welcome to the hourly arrivals of immigrants on Munich train station like the photoshoot a few weeks ago. They are all questioning where Merkel wants to put them? Seems like her time as Chancellor is numbered and the Germans think enough is enough. History, alas, will repeat itself no doubt
