If these French/Belgian "Nationals" were already known to Surete or Deuxime Bureau for terrorist activities and were on the radar it would be far easier to slip off the radar and mingle with several hundred refugees storming through borders unchecked.Their was an international arrest warrant for one. Should he have tried to slip off he would of had more chance of being tracked if he didn't have several hundred surrounding him as he travelled when and where he wanted.
Of course we could always intern every Muslim who is of "intelligence interest" who are "Nationals" throughout Europe. That would save a load of surveillance. Just bang up the known and concentrate on the new incoming.

One looks like he DID take advantage of the refugee crisis to come from Syria with fake ID.
The others, including the ringleader, were all French/Belgian and their movements would have had nothing to do with the migrant crisis.
There may have been others of course, and the third body at St Denis is unidentified

At least one of those terrorists killed had had his fingerprints taken in The Greek Islands in October so unless he was on his holidays there may be an element of truth there.
