Tv Licensing - Crb / Dbs Checked?

I was wondering if anyone knows whether BBC licensing goons / Capita employees have to be CRB/DBS checked? If they come knocking on my door, I don't know who they are, and there are televisions in my children's rooms.
What power do I have to refuse them entry to certain parts of my house?
There is Article 8 of The Human Rights Act - Right to respect for private and family life.

Once you have filled this in it is valid for 2 years, they may come and ask to check that you really do not have the ability to receive live TV ,if so just let them look.

I really do not see what your problem is.
You fill in the declaration that your address does not need a TV licence and what the reason is. Once you do that they stop sending letters about a TV licence. They still have the right to visit you to check that what you say is true. If they visit, you just let them to look round, you will be there while they are inspecting your house. They cannot enter unless an adult gives them permission, so they are not going to try to get in while only a child is present.
A man I work with does not have a TV set so does not need a licence. He filled in the declaration 3 years ago and renewed it last year. He has not had any reminders since he filled in the 'no licence needed' declaration
(apart from a reminder to renew the declaration ) and he has not had a
visit yet.

You fill in the declaration that your address does not need a TV licence and what the reason is. Once you do that they stop sending letters about a TV licence. They still have the right to visit you to check that what you say is true. If they visit, you just let them to look round, you will be there while they are inspecting your house. Yes, it's best to fill in the form, then if the 'goons' do come just let them in and when they see that you clearly don't have access to any live broadcasts it is unlikely you will ever be visited again within the next 3 years. Of course you can refuse entry and wait until they come with a warrant but I think sometimes that sort of approach can make you more of a target in the future. Many of these goons are often just people like our children or friends do a job
yes you do need a licence if you have things which can receive tv transmissions. No you cannot successfully plead you dont need a licence if you dont watch television

If you pay road tax, insurance for your motor vehicle would you feel aggrieved if some prat boasted on here that he dodged his payments for his car.
People who are entrusted to ascertain that fees are being rightly paid or not for a service provided are not goons imo.
