Would it be possible for food poisoning to stay in system for over 3 years, causing spasmodic diarrhea.

No that is not food poisoning.Though you could be getting reinfected if you keep eating unsafe food or have poor food hygiene.
It's diarrhoea. How spasmodic is it?
Yes, the classical example is typhoid (salmonella typhosa) although the patients are usually, but not always symptom free. Unusual and follows an attack of typhoid infection and the organism remaining in the gut(gall bladder) for months, years and even decades.

However this would be unusual and you need to see your GP as there are much more commoner causes.
