If you simply want to be able to cut out three 2" x 2" images (with their actual position on the page being unimportant), forget about PSE altogether and open Microsoft Word (or a similar word processor) to show a new blank A4 document.
Go to Insert > Picture > From File, navigate the the location of your first file and double-click on it to insert it into the document. Then right-click on the image and select 'Size and Position' (in newer versions of Word) or 'Format Picture (in older ones). Set the measurements to 5.08 cm square.
Hit return a couple of times (to leave a space between your images) and repeat as above. Then repeat again. Job done!

Mcrosoft Works is totally dire. (it can't even handle some of Microsoft's own document formats!)
Maybe it's time to put a decent (totally free) office suite onto your computer?

My instructions above work in OpenOffice Writer (except that, when you right-click on an image it's 'Picture' that you need to select to access the sizing options).

Go to Start > All Programs > OpenOffice 4.1.2 > OpenOffice Writer. The program will open with a blank A4 document already in front of you.
Go to Insert > Picture > From File.
Navigate to the location of your first image file and double-click on it.
When it displays in your document, right-click on it and select 'Picture'.
Change both the height and the width to 5.08cm.
Click below the picture and then hit 'Enter' a couple of times (just to create a bit of space between the images).
Repeat for pictures 2 & 3, then print as usual.
Now that you've got OpenOffice, you've got a suite of programs which are just as powerful as Microsoft Office. If you think that you might, at some time in the future, need to send a document to someone who only has Microsoft Office, you might wish to change the file format which OpenOffice uses by default when you select 'Save'. I've just tried it myself. It worked fine for me. I suspect that you omitted to click below the image before pressing 'Enter' a couple of times.
Oh well, at least we got there - even if it was at the expense of a couple of extra sheets of photo paper!
If you ever need to type any documents in future, OpenOffice Writer is far more flexible than Microsoft Works.
