It is British policy to remove Assad. We are engaged in military action to achieve that. Young Letts is in Syria trying to achieve the same thing. He is not attacking Paris, or London. By most definitions, he is not a terrorist, Bush called them enemy combatants. It might be difficult to prove that the parents are funding terrorism, if the boy can account for his expenditure. If the money is paying for food and living expenses, the parents are in the clear.
It might be an interesting court case, if it gets that far.

Not necessarily. By paying his living expenses they are enabling him to remain there and, hence, to continue to do whatever it is he's doing.
