Yes, is the short answer. There are exceptions however.

It's also illegal to park more than 15 yards from the road on public land. Once again there are exceptions.

A rule is not the law, it is advisory and only ever enforced if there is another element to the situation that does attract a penalty

Several people where I live have been given FPNs for this. It is sheer selfishness. I have seen ambulances struggle to get round corners because of it. I have also had a dent in the wing of one of my cars, due to someone parking on a corner and a van taking the corner too wide. It seems to me that because something isn't illegal, people do what they like. It's just basic common sense at the end of the day.
