Just checked, the German federal election is next year, and Merkel will have been Chancellor for 12 years.
So she wins in 2017, steps down as leader a year later, Junckers is removed early and Merkel takes over.
She has previous EU experience being President of the European Council (not Commissioners).

It seems that what the Daily Excrement is telling us is that though everything, and that's EVERYTHING, the EU does has to be voted on, discussed to the point of suicide, voted on again then passed around for triple checking before any action is taken, the German Chancellor can bypass all of that in this case.
