According to prosecutor Thomas Steinkraus-Koch, the gunman, who German media named as Ali David Sonboly, was not motivated by a political ideology and chose his victims randomly.
According to Süddeutsche Zeitung, the gunman got the weapon via the Darknet. It was a reactivated stage weapon, Glock pistol 17, 9 mm, and appeared to originate in Slovakia. He told a bystander that he had been bullied for 7 years (at school) "...by you lot..." and so he bought himself a gun "...to shoot you all..." He used Facebook to lure (predominantly) young people to McDonalds on the fateful day, promising to treat them to a meal or a drink. In 2015 he spent 2 months as an inpatient in a psychiatric clinic, being treated for depression, then up to recently he was an outpatient. He intended to model his shooting spree on a school shooting at a place called Winnenden. The newspaper makes no mention that he planned to target any specific group, only "...you lot...", which presumably means society in general.
