I should imagine this is the build up to his character being written out. He would seem to be trying to save money by selling day old bread , and the girls earlier referred to the cakes and baguettes getting smaller. It seems like business isn't so good.

I think it's a gradual build-up into him becoming a Sweeney Todd type villian!! Some of those he could knock-off could be Blanche, Tracy, Charlie, Janice and Cilla.
