There has never been any specific law against urinating in public (although there are bye-laws in some areas) so there has never been any need for an Act to legalise it under certain circumstances. (Some prosecutions are brought on the grounds of 'disorderly behaviour, under the Public Order Act 1986, and occasionally the common law offence of 'public nuisance' might be cited but peeing in public is not specifically an offence).
The 'offside rear wheel' thing is repeatedly quoted as forming part of the Town Police Clauses Act 1847 but it seems never to have existed:
