Some electronically-switched devices don't like low-power bulbs. As an example, we have a fluorescent light in the kitchen with a security switch; it's necessary to have an adaptor across the terminals of the tube or it won't work. We have a similar switch on the lounge lights and when I replaced the tungsten bulbs with low-energy the light began to flash.
