Can't find anything on DVLA website about de-registering, georgic, but ringing them is the way to go and ask them. Vehicle Registration Dept is on 0300 790 6802

Because you receive a non payable Registration Road Fund Licence Disc, I am puzzled as to why you want to de register it. Would you care to explain please ? ( Registered class 3 mob scooter driver)
