If im changing planes do i need to recheck in with the new airport, and do i have to recheck my bags?

The budget airlines operate on a 'point-to-point' basis. This means that each leg of the trip is regarded as a separate journey, so you have to claim your baggage and check-in again, even if you're flying with the same airline.
If you fly with the full-price carriers, they operate 'through ticketing' across different airlines. So if your flight, for example, is with BA from Heathrow to Singapore, and then with Qantas from Singapore to Sydney, you'll only need to check your baggage in at Heathrow and collect it at Sydney.

I dont think you will have to if you are travelling on to the same destinatio, for example if it is just a couplehour stop-over. However, if you are travelling from Paris to New York via London, you probably would, as at Heathrow & Gatwick there is a Flight Connexions centre where they will be able to check you in and your bags will automatically be sent to the new aircraft. Agin this does depend on where you are going and what airports and airlines you use.

jtk,,, as u r doing a domestic with-in the USA u will have to clear immigration and customs at ur first point of call, the airline u r travelling with can lable the bag to ur final destination but as said u will need to clear it all at customs at first entry, just after customs is normally a place were u leave ur bag if being transfered.. all u then need to do is find the correct gate for new flt....
