13 is too young. They take a lot of looking after otherwise they can go septic, especially at this time of year when you are sweating a lot more and more likely to use the local swimming pool.
It can be extremely painful to have done, and can leave nasty scarring.
I will say for a fact that these will be out of fashion in the next two to three years anyway.
You can buy clip on or stick on ones if you want some just for fun.

In my eyes no. Legally i think a parent or guardian has to be there to get it done, but realistically if she's determined she'll find a place. I got my body piercing done when i was 13 in a much more delicate place without parental consent. If you think she's mature enough to be able to look after it then go for it. I seriously doubt they'll go out of fashion in the next few years, but as i'm sure you've already done it can't hurt to explain the risks to her.
two things: yes, I think 13 is a bit young...i think there is a reason a person needs to be 18, or with a legal gardian to get it done. Plus it seems one of the larger reasons a person gets it done is cause it looks sexy...nothing wrong with that...unless your only 13.
I got mine done right away when I turned 18, my body continuously rejected it. I had it pierced three times before I determined that this just couldn't work out for me. It sounded a lot like missjef's problem.

My step-daughter turned up at our house and showed us her belly button piercing that her stupid mother had got done for her 12th, yes her 12th birthday!!!! I find it disgusting at such a young age. i couldn't believe it but we knew nothing about it. We let our feelings be known but it was a bit late by then. Talk about growing up before their time.
I got my nose pierced at 13. My parents went mad but believed me when I said it couldnt come out for six weeks or would get infected. After six weeks they had got used to it and said I would take it out soon myself when the novelty wore off. 13 years later....
The only reason I think 13 is too young for belly button piercing is I think they would soon get bored of keeping it clean.

My daughter has hers done and she is a goth :o)
She had it done at 15, and I had to be there as she was under 16. The only problem you will find with it is that as you are still growing the piercing may grow over and 'reject'. This was explained to me in great length by the piercer. Usually after the age of 16 you are ok as you have done most of your growing.
You do have to look after it very carefully and be scrupulously clean..make sure your hands are clean before you clean the piercing, and the cleaning process (with sea salt & boiled water) has to be performed for a long time. My daughter is still cleaning hers after 7 months. Don't be surprised if healing takes anything up to a year, too. She has friends who have had their navel pierced and even after a few months it doesn't look healed, although they may not be taking as much care of it as they should!

I had often thought about having it done myself and am glad I didn't after seeing my sister's. It's over a year now since it was done and it still hasn't properly healed.
I think that missjef and Pippa68 have illustrated just why anyone considering doing it should think VERY carefully indeed beforehand.
I also think that 13 is waaay too young.
