Downloading software doesn't open any tabs, so I guess that you're actually referring to opening Firefox.
Assuming so, open Firefox. Close all except one tab. Go to the page you want to appear when you first open Firefox. Click on the 'hamburger' (three lines, top right) and then on 'Options'. You should find that 'General' is already select. (If not, click on it). Under 'Home Page' click on 'Use current pages'. Set 'When Firefox starts' to ''Show your home page'. Close that tab.
Then close and re-open Firefox. If you just see a single tab, displaying your home page, you've fixed the problem. If not you've got malware on your computer, which is forcing Firefox to open lots of tabs.
To get rid of malware, download, install and run AdwCleaner:
