Grammar Question

I am not sure if this is the right place (Phrases and Sayings) to ask my question about grammar.I apologise.

Question: Which expresion is correct here ?
(a) Not a penny more, not a penny less.
or
(b) Not a penny more, not a penny fewer.

The first phrase is correct because it refers to an amount and not a number

the first. Even if it was "wrong" (it isn't) it's a kind of proverbial phrase.

I think it's a good question. Adding or subtracting a penny must relate to a pile of pennies which one can add to or subtract from. Less or fewer relates to that, and is thus about a number of items in one pile. Is it the one pile or the many pennies which is important here ?

Maybe both work as one can argue either way.
