Had A Phone Call That I Wonder Is A Scam

if so how does it work.
My phone indicated its an International call
then a stern recorded voice comes on and says that this is a message
from HMRC (i think) and that there is a warrant out for my arrest
for tax evasion, press one to go through to my case worker
i didn't, but don't know what this is about. Scam??

PS: There's no need for BT customers to buy call blocking phones because BT offers a completely free call-blocking service anyway:

I have had the same call around eight times. I did not answer, because it had international on the screen. However, they left a message, same as mentioned above. It's a pain, and quite scary I think. I deleted all the messages

A FRIEND OF MINE HAD A CALL LIKE THIS LAST MONTH. IT IS A SCAM.
YOU DID THE RIGHT THING BY NOT RESPONDING.THERE ARE A LOT SCAMS GOING ON BY PHONE CALL. JUST BE CAREFUL.
