We have had 2 old leylandii trees cut down skirting our blockpaved drive, surrounded by a small wall.
They are going to be treated by either drilling, burning or grinding?
The soil of course is very dry, dusty and of very poor quality. When can I start treating the soil with horse manure and how soon afterwards can I plant the new Red Robin hedging?

Once the stumps have been removed, grinding I'd recommend and the soil has been enriched with a good helping of well rotted organic matter, I can't see why you can't get your Photinia planted right away, but rehydrate the soil well, before and after.
