Depends on legislation controlling the industry. Glad to hear legit sellers would push out criminal activity.
There's not necessarily a difference between legit and criminal though. As I say, it's extremely common for successful criminals to start up real businesses so as to launder money.

Considering the people who currently have access to supply, and have the money necessary to start up businesses, I think it's overwhelmingly likely that all these lovely new start ups selling newly-legalised cocaine are going to be fronts for global drug syndicates.

so start raiding Ginny and Tarquins posh parties and banging up the users. Once a few hoorays are in the nick the rest won't want to follow suit. Result? one big slice of custom gone.
I see lots of coked up people at weekends, and they certainly are not affluent, quite the opposite. Wraps are about £10 which is about the same as 2 pints of lager.
If the drug is low cost I assume that is because supply is keeping up with demand. That Shows the failure of the Government’s policies to restrict its use.

We spend about £10Billion on drug strategies. I am not sure they are working. The stats make grim reading.
