Why is “pack round a US city” Tampa?
I get “pack” as in “tamp” and “a” but what about “round”? It seems like a superfluous word or is the definition “to pack round”?

Pack round/ammo = tamp
Looks like a possible setter's error.
jj Tamp refers to any packing e.g tobacco in a pipe. It is not specific to ammo.
not specifically - but clues don't have to be specifically!
To pack a round "could" use "tamp"
A definition of 'tamp' given by Chambers is 'pack round', which is where the 'round' comes from.

Thank you all. I should have looked at Chambers more closely than I did. It is Chambers’ third definition! Evoked warm memories of grandad tamping his pipe rather than stopping up shot holes. Prefer grandad.
