I thought the new regs prevented proliferation of cookies. But I regularly clear all cookies (which does make first-time re-entering some sites more onerous, but only slightly so), because I find I accumulate hundreds and hundreds of the bloddy things which must affect performance/storage.

Included in my last clearance was one for Instagram - a site I have never used - so how did it get there unless sites are acting unlawfully ?

Instagram cookies can be delivered to your computer by any site which includes content from Instagram, not just from Instagram itself. It's similar to the way that visiting AB can deliver loads of cookies to your PC, from companies you've probably never heard of, from other companies. Just as most people visiting AB never bother to check on all of the possible sources of cookies from here, you've almost certainly visited a site where you could have accessed a full list which included Instagram but you just chose to click on the 'accept all' button instead.
