The 25 conditions of parole are totally impracticle and are not able to be strictly monitored unless he is handcuffed 24/7. For £2 million a year it would be cheaper to leave him in the nick in isolation,

Just for clarity, there is no such rule. With a very few exceptions (which do not apply here) all prisoners serving determinate sentences (i.e "x years/weeks/days" rather than "Life with a minimum tariff of...") are released after serving half their sentence in custody. They serve the other half "on licence". The release is automatic and is unconditional on the prisoner's behaviour whilst in custody.
In 2013 the arch-journeyman of ministerial posts (and the most spectacularly inept), Chris Grayling (who was Justice Secretary at the time) announced proposals to end automatic release at the halfway point for those serving prison sentences for certain offences including the most serious child sex offences and terrorism-related offences. Since then Mr Grayling has held three government posts, his most recent being Secretary of State for Transport where he presided over (amongst many other disasters) the fiasco of the rail timetable shakeup earlier this year. His "proposals" on prison sentencing practice seem to have gone the way that many trains did early in the summer.

Then you read wrong. You cannot go to prison for not having a TV licence. The maximum penalty for the offence is a fine of £1,000. You can, however, go to prison for failing to pay the fine (just as you can for failing to pay the fine imposed for any other offence such as speeding or not having a valid MoT certificate).
