Grass Seed

I mowed my (it is very small) garden on Monday - there have been loads of small patches (bald) where the grass seed is not "taking". Over the last couple of weeks I have introducted top soil and grass seed. Sorta raked the soil and threw the seed down and even in this rainy weather some of it hasn't taken.
Is there anything I can to do - buy better grass seed per se. Thanks for any help.

1. Prick the affected area with a hand or a garden fork.
2. Rake thoroughly to remove debris and to form a fine seed bed.
Sow seed at 1 oz. per square yard.
3. Cover the area with a thin layer of sifted soil or general-purpose compost and press it down with a board. Protect the seed from birds by covering the area with garden netting.
