What is the process called whereby a liquid is able to draw in water from the atmosphere? I beleive brake fluid has these properties.

Such liquids are described as being hygroscopic. Is this the term you had in mind?

Brake fluid certainly is hygroscopic, which is why it gradually loses its performance and should be changed regularly, especially in competition vehicles.

I think that 'hygroscopic' is the word you want but I offer 'deliquescent' as an alternative possibility.
