Indeed we did. And the electorate was never asked whether it agreed to those terms or not. Instead it was left to MPs to nod the agreement through it through on their behalf. As recent events have shown, many of them were, shall we be kind and say "a little out of kilter" when it comes to whether or not their constituents agreed to the country being subject to those conditions or not. So, the question was finally asked, the answer was given and now, hopefully and very belatedly, the remedy will be applied.
