you are using the existing registration document or certificate to notify changes
you are the new keeper of the vehicle and the previous keeper has failed to notify DVLA of the change. You must be in possession of the new keepers supplement (V5/2 or V5C/2) of the registration document or certificate and send this to DVLA with the V62 application form. You will receive the registration certificate within four weeks. However, please allow six weeks before making enquiries.
the vehicle has been categorised as C salvage by the insurance industry and they have destroyed the registration document or certificate (Categories A, B or D are not exempt from the fee. A = scrap only; B = break for spare parts only; C = repairable but repair costs exceeded vehicle value; D = repairable). DVLA will carry out checks to ensure that the vehicle criteria are met. Further information about the categorisation of vehicles is available from the insurance company.

Rip the plates off, remove the vin plate, remove the tax disc, and any identifying features at all. Put all the windows through, and tear he seats. Then let the scrappy have it, or a different scrapyard who do not believe in following the law.
When you get your renewal through, SORN it, and keep SORNing it, until your logbook reappears, and then write scrapped on it.
Yet again the Govt (DVLA) are seeking to make money from the motorist, because we are easy targets. 19 for a piece of paper, so you can send it back to them and get rid of the car.
Alternatively sell the car, without the logbook, get written proof of change of ownership, and let the new owner apply for a logbook. You would of course knock the 19 off the sale price.
Incidentally how much are the scrappy offering for your car?
