Google Earth makes calls on Google Play Services. The Hudl 2 was launched with Android version 4.4.2 ('KitKat'), with the ability to update it to version 5.1 ('Lollipop') but not beyond. Like many other apps nowadays, Google Play Services requires Android version 6.0 ('Marshmallow') or higher to run properly, so you can expect to find problems with any service which makes a call on it.

but, ultimately, you'll just have to accept that the Hudl 2 is now an outdated device. It was wonderful in its day but Android has moved on, with Android 11 being released last year. (The nearest equivalent replacement, as an excellent product but at a bargain basement price, would be one of the Amazon Fire range of tablets).
It might be worth remembering though that many of the functions of Google Earth are available by using Google Street View in your web your browser (rather than through using a dedicated app), which could therefore possibly offer you a workaround to your problem.
