How can I stop receiving spam, which is arriving everyday to my inbox, each and every time I block sender but it makes no difference at all, I've tried rules and still no joy, its sometimes in different language,
Help!!

Or use a different client to Outlook Express. Thunderbird comes with its own effective bayesian spam filter.
