My understanding is that it's taking place in Portugal because we refused to allow dignitaries and press from all over Europe to bring their covid here.
This is because many of the dignitaries and sponsors come from countries on the red list and would not have been able to attend were the match played at Wembley. However, as Portugal is on the Green list, fans are able to go and see it.
\\UEFA had wanted to move the final to Wembley and was in talks with the UK Government, but there was a considerable sticking point over waiving quarantine rules for the 2,000 staff, sponsors, VIPs and foreign media.//
So its due to covid and not Brexit, for a min there I thought it was a sensible post.

It seems Portugal has still not decided whether it will allow tourists in or not from next Monday (i.e. four days hence). It has said, however, that if fans travel to the Champions League Final they "must travel on chartered flights and must be in and out of the country in 48 hours." Quite how that squares with not allowing anybody in is somewhat puzzling.
